I watched a crummy movie this weekend so I won't bother recommending it to you. It was about a Chinese woman who came to the US to have her baby. This practice is growing in popularity as the Chinese become wealthier.
It's called "maternity (or birth) tourism."
Pregnant women travel to the United States, usually on tourist visas, so that their children will be born U.S. citizens. In Southern California, they often live with other pregnant women in "maternity/birth hotels" - suburban homes run as hotels for the pregnant women.
Birth tourism itself is not illegal. Actually, birthright citizenship granted to anyone born in the U.S. is guaranteed by the 14th Amendment. Interestingly, The U.S and Canada are the only two "developed" countries, as defined by the International Monetary Fund, that still have unrestricted birthright citizenship laws. The rest are mostly in North and South America.
These babies are perjoratively called "anchor babies" because under the 1965 immigration Act, they act as an anchor that pulls the illegal alien mother and eventually other relatives into permanent U.S. residency. Although they can't start that process until the child is 21yo so it's a very inefficient process for the family to gain US citizenship.
Rather, many parents choose this route to give their kids the option of studying or living in the US when they're older.
Politically, this is a hot topic especially with the current immigration brouhaha. Many consider this tactic "gaming" our immigration policy - that is, finding the loopholes and working it to their advantage.
Ah, that's just a fact of life so suck it up or close the loophole legally.
Smart and creative people will always find a solution if there's enough motivation.
